Chester, Ploussas, Lisowsky Partnership, LLP (CPL), established in 1971 by John Chester and a group of professionals, is a multi-disciplinary design-oriented firm providing comprehensive Planning, Architecture, Engineering, Surveying and Landscape Architecture services to a continually expanding spectrum of clients.
CPL became known as the destination for clients who require the highest level of coordination and attention for their development projects. Whether you require one of our professional services or all of them, we have the right people for any project large or small.

Frank J. Lisowsky, Professional Planner and Registered Architect, is a Senior
Partner of Chester, Ploussas, Lisowsky Partnership, LLP, established in 1971.
Mr. Lisowsky is a graduate of Syracuse University and has done graduate work
in Architecture at Columbia University. Prior to joining the firm in 1972
to set up and develop the Architectural Department as a natural progression
of the planning and engineering professions, Mr. Lisowsky, presently licensed
in multiple states and certified with the National Council of Architectural
Registration Boards (NCARB), served as Project Architect and Chief Designer/Draftsman
with several architectural firms in New York and New Jersey.
Since joining the firm, Mr. Lisowsky has helped redefine the standard of architecture in the housing market, remaining sensitive to the client’s vision and the project’s environment, with an awareness of ever changing markets and products, resulting in a project that serves both the client and the region. Mr. Lisowsky has over 40 years of diversified architectural and planning experience in educational, institutional, commercial, custom residential, and multi-family planning and design, construction contract administration, preparation of architectural contract documents, expert report preparation and testimony, litigation and arbitration support, and securing approvals from various Federal, State and local agencies. Never is his commitment to a quality product and outstanding service to clients more evident than when guiding the multi-disciplinary team at CPL to strive for continuity and collaboration, while addressing the complicated issues of design, budget, scheduling, and municipal and state requirements.
Gregory Ploussas, P.E., P.P.,
Senior Partner
Gregory Ploussas, Engineer, Planner and Senior Partner of Chester, Ploussas, Lisowsky Partnership, LLP, joined the firm in 1977. His decades of leadership in Engineering combined with an extraordinary track record in both the public and private sectors now are an integral part of thrusting the firm into a new area of expansion and business development.
With over thirty-five years of experience in municipal and site engineering and planning design, Mr. Ploussas also provides the expertise necessary in today’s technical and regulatory environment to prepare engineering feasibility studies, stormwater management studies, engineering, planning and landscape design of subdivisions, site planning, roadway designs, sanitary sewer and water systems and construction supervision. His extensive experience also includes more than 30 years of appearances as a Professional Engineer and Professional Planner before Municipalities in many of the Counties of New Jersey. Additionally, he is proficient in arranging pre-application conferences and technical meetings to facilitate project approvals and permitting as well as project management, coordination and testifying as an expert witness at Planning Board and Board of Adjustment meetings. Mr. Ploussas has also been qualified and testified as an expert witness in the Superior Courts of the State of New Jersey.
Mr. Ploussas graduated with a Bachelor of Science in Civil Engineering from Newark College of Engineering (NJIT) and holds professional licenses in multiple states.
Michael Pucci, P.E., P.P.

Other than the two founding partners at CPL, Mr. Pucci holds the seniority record at the company having entered through its portals while still a high school student. Now in his twenty-eight year with the firm his responsibilities as a partner include site planning; subdivision planning and design; hydrological studies, planning and design; planned unit development layout and design; sanitary planning and design; permeability and soils testing and septic system design; feasibility studies and reports and project coordination, including municipal, county, state and federal approvals. Having been with the firm for 28 years, he has worked in and with all of the firm’s departments, and thus has an intricate knowledge of coordinating all of the firm’s disciplines for a cohesive project.
Mr. Pucci is a graduate of Rutgers University and is a licensed Professional Engineer and Professional Planner in New Jersey. As a senior member of the Engineering department, he is responsible for coordinating and overseeing all of the engineering project designs and hydrologic and hydraulic analyses of the firm, and for keeping members of the firm up-to-date with current design standards.
Michael C. Nolan, P.L.S., P.P.

Michael Nolan has been a member of the firm since 1982. After working in the field as a survey party chief and in the office as chief of surveys, supervising field and office operations, he became our Director of Surveying in 1995. As Director of Surveying, Mr. Nolan is responsible for daily operations of the Land Surveying services offered by the firm. Mr. Nolan routinely provides presentations and testimony to Planning and Zoning Boards throughout New Jersey for subdivision and site plan applications.
Mr. Nolan has maintained licenses to practice Professional Land Surveying and Professional Planning in New Jersey since 1989. Mr. Nolan is an active member of the New Jersey Society of Professional Land Surveyors and currently serves as Chairman of the Zoning Board of Adjustment where he resides in Alexandria Township, Hunterdon County.
Richard J. Vivenzio, R.A.,

When Richard Vivenzio walked through the doors of the company almost twenty-five years ago as a young architect straight out of the University of Southern Mississippi from which he obtained a Bachelor of Science in architectural engineering technology, he began as an intern architect. He is a registered architect in New York and New Jersey. His professional career growth has matched the expansion of the company and his current status as a partner in the firm is a testament to the company’s nurturing environment and how it has always recognized creative talent. He is now of the corporate generation at CPL that is mentoring young, hardworking in-house talent.
Mr. Vivenzio has been Project Manager on numerous large-scale low, mid and high rise residential projects, as well as active adult projects, retail shopping centers and office projects. Specific areas of expertise include Federal, State, New York City and local code interpretations, structural analysis and design, commercial and residential planning, architectural contract document preparations, construction observation, administration and estimating, contract report review and analysis, expert report preparation, forensic analysis and investigative engineering.
Additionally, Mr. Vivenzio has an extensive background in testifying as an expert before numerous Planning and Zoning Boards, as well as cases involving construction defects and architectural malpractice. He attended post-graduate studies for investigative engineering, forensic procedures and is an active member of the Shore Builders Association and International Code Council. In addition, he is a strong proponent of the “greening” of the construction industry and is pro-active in all matters that are sensitive to the preservation of our environment and natural resources.
Thomas T. McGrath, P.E.

Mr. McGrath has well over three decades of experience
in the Civil Engineering field. At CPL he oversees the production of all projects
in the Engineering Department as well as coordinating interaction with other
professional disciplines within the partnership. In addition, he also maintains
a strong line of communications with clients and is most pro-active in this
area of the business.
His experience includes subdivision planning and design, roadway and intersection design and layout, sanitary sewer and water system design and processing of the applications required for construction and operation of these systems. His experience also includes project coordination with public agencies and arranging technical meetings to review projects with municipal, county and state officials.
Upon joining the firm in 1984, Mr. McGrath brought with him ten years of experience in various aspects of civil engineering, including four years at the Middlesex County Engineer’s Office and two years with an air pollution control company.
Mr. McGrath graduated with a Bachelor of Science in engineering technology from the New Jersey Institute of Technology and has also attended various courses in Stormwater Management, Soil Erosion and Sediment Control and Business Management. He has been an active member of New Jersey Shore Builders Association for twelve years and is currently on their legal/legislation committee. He is also an active member of the New Jersey Builders Association Redevelopment Committee.
Richard G. Ruchalski, PLS, PP
Partner
Mr. Ruchalski has over 25 years experience in the field of Land Surveying. He began with CPL as a field instrument operator and over the last 23 years with the firm has gained much knowledge and experience in all aspects of land surveying. He has progressed and grown along with the company and in 2004 became a partner.
Today, he is currently responsible for supervising
the daily field and office operations related to surveying. He is directly
involved with the preparation of boundary and title surveys, topographic surveys,
ALTA/ACSM land title surveys, FEMA and elevation certificates, as well as
wetland and subdivision mapping. He also coordinates and oversees surveying
services on various construction projects and has been instrumental in acquiring
state of the art surveying equipment for the company.
Mr. Ruchalski is a graduate of Middlesex County College with a degree in Civil
Engineering Technology, and is a licensed Professional Land Surveyor and Professional
Planner in New Jersey. He is also a member of the New Jersey Society of Professional
Land Surveyors. To keep up to date with the continually evolving practices
of Surveying he supplements his experience by taking a variety of continuing
education seminars which have included Boundary Law evidence, FEMA and elevation
certificates, Wetland law and Global Positioning Satellite Surveys.
